Tankless water heater mounted directly behind AC condenser. Less than 18 inches separates the condenser and water heater.

At a minimum:

Mechanical equipment (it is) requires minimum 30" working space in front of the service access - that removable front cover.

Electrical equipment (it is) requires 36" instead of just 30" in front of it.

There may be other clearance issues too.

I forgot to add - depending on the location of the service access area of that condenser unit (can't tell from the photo) those two clearances also apply to the condenser unit.

Condenser unit service access is something which is frequently missed, and some condenser units are configured such that the service access is a debatable issue (which is where the installation instructions come into play - what they show is where the service access clearances and working space goes).
