Hardie's installation instructions are available online through their website.

Wrapping the window, or wrapping the window framing at the window opening? Two different things.

The window opening is wrapped over the framing, the window is flashed (usually with flexible flashing tape) to the WRB.

OK. I thought so. I did look at the hardie website, but it seem to just talk about the above flashing and taping but not about the framing wrap (scanned over the site).
I called it out at a framing and the builder is trying to say it isn't required at the 2nd story where hardie is getting installed.

As per my point of view, you should include it. It is necessary!
