That is kind of cryptic. More information would be helpful. I have not heard that term officially. Is this something from a home inspector's report?

A stepped walkway would, I think, be a walkway which has one or more risers (steps) in it, versus a flat/sloped walkway which is not broken/interrupted by a riser.
Keep in mind that each stair (one or more risers) requires a landing at the top and bottom of the stair, and that landings have certain requirements, as do stairs.
