At that height, it may need to be guyed off so winds don't break it off.

Here is my guess as to why that is that tall (some plumber and/or inspector didn't read the code all the way through):

The DWV test is to have 5 feet of head above the highest fitting in the piping being tested, and there was likely a fitting in the attic, so ...

... the plumber (maybe at the request of the inspector?) added a 5 foot piece to the highest DWV termination through the roof.

If they have keep reading the code, they would have seen that there is an exception to the 5 feet of head for the test - at the highest vent through the roof (the water is NEVER going to get higher than the end of that pipe as any blockage causing flooding of the piping will simply overflow that end of the pipe, with the water overflowing the pipe onto the roof (which, by design, is intended to "get wet and drain water off").

my guess is you're giving them way to much credit lol.....I bet they just used a piece on site and no one trimmed it down lol
