Presuming that you knocked the wasp nests away in the second photo (looks like an interior wall, so wasp nests indicates an unsealed path to the outdoors, and that should be sealed).

But that's a side issue.

As long as that is not the service equipment panel (and you clearly indicate it is not), then you are correct that the bond screw should be removed.

Yes, the neutral Barr should NOT be bonded to the ground or box. Remove screw but also make sure the ground bar IS bonded to the enclosure.

Plastic is underneath the bus bar so the bonding screw will need to be moved to the ground bus bar.

I didn't see that the ground terminal bar was not grounded on when looking on my phone the first time ... yes, the ground terminal bar needs to be grounded to the enclosure.

See those screw holes to the left of the ground terminal bar? It is likely that either or both of them are there as a place to install a screw for a bonding jumper (which likely came with the panel.

Do you have a photo of the panel cover label? Those will not only tell you where the ground terminal bar gets grounded, but how (with a screw or a bonding jumper) and will also show it on a diagram.

Looks like 3 conductor (Red, black, white) with ground NM cable as best I can make it out.

Those panels were designed with a "split neutral", because someone is too cheap to buy a proper ground bar kit they strip out the jumper between the two bars and then fail to bond the bar to the box, I'd rather see someone not modify listed equipment & just do it right by using the accessory intended by the manufacturer.


The split neutral design in those panels was introduced by Gould/ITE in the early 1980's & continued under Siemens ownership.
