This is on a south florida home. the pipe is under the 4" height requirement, but I would like to know the logic behind why the requirement is 4 in. There is not a potential for water to back up on this slope nor ice / snow etc.

What about other debris coming down the roof.

4 inches would mean it would have to hop up and over.

In your Photo I could envision trash rolling into the vent. :)

You mean the 6" height requirement minimum height.

To keep roof runoff and debris from entering the plumbing vent. Some where years ago I also read it was to help vent and air flow by putting it that high above the roof.

Mainly water and debris. Ever seen debris (such as pine needles) stacked up around the high side of them? If they are not very high, they will clog the vent by covering it, if not clog the pipe by going down in it.
