There is more to venting than meets the eye.

Even if it meets manufacturer and code requirements ... I wouldn't use the word "safe" ... nothing is "safe" ... other than maybe "a safe" ... and even those have proven to not be completely "safe".

I also see unsealed openings around the two penetrations.
Is that dryer exhaust vent cap (what looks like a dryer vent cap) for a clothes dryer exhaust and not one for the tankless water heater?
If it is for the tankless water heater, is it allowed to be used for that use?

Also, please make sure they have a CO detector nearby. There was a tragedy here in central OH that could have been prevented. The root cause was a self-installed (not inspected) tankless water heater.
