Have anyone seen these before

I have seen a number of these devices attached to vent pipes. Anyone what they are, what are they used for and are they legal?

Looks like a plumbing vent guard, but the photo isn't very good.
Typically devices like these are used to keep animals, birds, frogs, or whatever from the vent system.
