I am looking for some help on dishwasher installation - specifically independent install without using the plumbing in the kitchen sink. Questions of dishwasher air gap installation requirements.

Yes, that is the primary problem with an apprenticeship program like Texas'. I am not in Texas, so I don't know the system and all of the positives and negatives, so it will be difficult to give you specific advice. Hopefully, some of the Texas inspectors will be willing to chime-in here.
Many inspectors ((in my area) are one-man affairs and besides not wanting to train their competition, they often don't have enough work to support two full-time inspectors, and don't want the liability. Depending on how long the required apprenticeship is, you might consider contacting an inspector who is far enough out of your area that he/she wouldn't mind training you since you would not be likely to be a competitor.
If it were me, I would look to ASHI or a Texas-specific home inspector organization for local help. Maybe there are chapter meetings going on in your area.
As an alternative, you might want to look at one of the larger, multi-inspector firms to get going. However, if they have a "non-compete" clause in their hiring requirements, talking to an attorney before signing up would be good idea.
