Feeder wires for a pool electrical panel not in conduit. The service wires come out of the main panel from the garage and go out the wall and underneath the deck to the panel. Should the Feeder wires be in conduit ?

I cannot tell what kind of wires those are from your images. If indoors from the service equipment to a panel, it can be a NM feeder cable. If it is outdoors (looks like that is under a deck), The conductor insulation should be rated for wet locations (for instance XHHW) in addition to installed in a conduit.

Obviously, PVC water pipe is not an approved conduit.

What Gunnar said, plus I'm hope that instead of saying "should be in conduit" you say something more along the line of didn't have professional skill and knowledge, would (okay, should) not have passed inspection for Code-compliance, and like that, bulwarked by your checking permit history. I'm usually concerned not just about the evident violatons but also about what they suggest is likely to be present at other parts of the job.
It does look as though the one line might have been installed in legit RNMC, but without needed expansion-deflection fittings.

numerous improper installation attempts aka: crapsmanship

improper deck attachment to brick
improper/incomplete conduit material & incomplete support of conduits
improper joist boring location
absent joist hangers
can't see where the other gray conduit goes in the background but all conduits and wiring must be protected from physical damage, laying on soil/grade is not considered proper

NM cables have a nonmetallic outer covering, and those conductors do not, thus that cable is not NM cable, and, yes, that cable (looks like it is twisted as a manufactured set of conductors, possibly direct burial cable?) needs to be in conduit (a raceway) if it is not direct burial cable direct buried (is above the ground).

Too many other things to address, most already addressed by others.

"Have qualified and licensed electrical contractor correct all non-code compliant issues, and correct any non-code compliant issues they create."

It never ceases to amaze me how many NEW non-code compliant issues electrical contractors create while correcting other non-code compliant issues.
