Southern California / HVAC secondary drain is above the window and was clogged and cleaned over a year ago, and is dry so I am ruling that out.
What I have is fluorescent green stains and a build of up algae on the window frame, I have about a 63% moisture reading on the outside wall and 7% on the inside wall.
Question, should if just be cleaned and monitored, or something more drastic.
