Flaking paint inside eletrical panel

Never saw this before, but I am thinking it is due to moisture from the concrete wall. Also, how do many of you rate Federal Pacific stab-loc panels?

I don't see any photo with the flaking paint.
Most of us rate Stab Loks as dangerous junk that should be replaced asap.
