this is a sub-panel and has the copper bond attaching the cabinet to the neutral bar. Seems to be the same problem as with grounds and neutrals? The grounding i believe is in the raceway/conduit. no ground wires were present in the cabinet.

sorry I though i had one but i didnt. The copper jumper was just connected from the neutral bar to the sub panel cabinet. metal raceways were used to protect the circuits. i didnt know if that changed the rules on bonding grounds and neutrals etc.

The metal raceways themselves should be bonded to ground. With the neutral and grounds bonded in that non-service equipment panel, now you have neutral current on the raceways. Neutrals and grounds should only be bonded at the service equipment. Jerry Peck may have some comment regarding submarines...

I was going to ask Jerome if he had a photo of the sub that panel was in, but he said he had no photo. I keep hoping to see a real "sub" panel. :)

Correct. Meaning that "bonding jumper" should not go from the neutral terminal bar to the enclosure *at any panel which is not service equipment*.
