Brian,
Just so you know, that isn't exactly the best part of town. In fact, you don't really want to mill about after dark there!

The houses themselves need more than a few improvements. Most of those homes had under serviced electric, no central air and grossly inefficient widows. Not to mention that most are ravenged with termites.

A bulldozer would probably be a better way to improve on the electric bills, followed by a new, energy efficient home!:D
