Found some aluminum siding installed directly over the studs at the upper gable ends, the house is CBS. The interior barrier material is falling off. It does not appear to be leaking but I'm not sure how to report this condition. Any help?

I currently do construction here in Ohio. We do a lot of new siding, and when tearing old aluminum siding off, we run across that quite a bit. I don't think there is any problem with it. Unless there is actually something wrong with the siding (hole, etc).

The interior barrior falls off of it all eventually. I don't think it does much anyway.

What type of "interior barrier material"?

There should be some type of sheathing behind that aluminum siding, not just a moisture drainage plane (like 30 lb felt or house wrap).
