The way that these valley shingles were laid down bothers me, since water and debris can be trapped by the shingles, and debris can accumulate beneath them. Is this a reportable condition?

Yes it is wrong. That is a poor attempt at a woven valley.

Ron,
That is definately incorrect. That is a D.I.Y attemp at a woven valley.

Roofer may have been dyslexic, but probably wasn’t even a roofer? It’s a tear-off.

Do you have a picture of the whole valley?
It may be the one side should of been chalked and cut and they forgot.

One side runs up under the other then strike aline down the valley and cut?

That's my thought too.

Someone went to lunch, came back and asked 'Now, where were we?', to which they answered 'Oh, right, we had just finished the valley.'

Oops.

It does look like the high-side (left) should have been cut.

Those tabs will collect debris and water casn travel the top edge of the shingle. After the valley is cut the top leading edge (Point) should be clipped back so water doesn't catch it and follow the top of the shingle.........If that makes sense to you.
