What do you guys think of this situation. I'm not sure what to say. It just doesn't seem right.

Apply the common sense rule here, even if the builder didn't.

Poor design.

Poor planning.

Poor execution.

Stupid is as stupid does.

Just make sure that this receptacle is GFCI protected.

The outlet is GFCI protected by the receptical in the garage.

Well they should get some credit for putting a plastic bubble cover over the outlet!

Whaddaya think? Plastic bubble cover should be fine?

That would be this afternoon's inspection. The realtor pointed it out to me.

Come on guys ... how else are you supposed to keep those receptacles clean if there is no water nearby to wash them with? Sheeesh!

Well they should get some credit for putting a plastic bubble cover over the outlet!True, Scott...assuming that the GFCI receptacle upstream is functioning (and that no water gets into the receptacle and "kills" its GF abilities) you will have some personal protection.
However, it does nothing to help the fact that those penetrations thru vinyl siding are almost always going to allow some water to get to the sheathing...which is probably OSB and won't hold up long with moisture intrusion. Those mounting flanges are designed to look pretty, not to keep all water out. They are bad enough on their own about leaks; given that, I wouldn't want a leaky hose connection right above any other penetration in the siding.
