Seal foundation wall for Heat Pack

1 year old home. Heat pack outside. Metal cowling secured to exterior brick work and caulked. Ducts pass into crawl space. The foundation wall is NOT sealed or covered inside the crawlspace. I called it out on inspection 3/31.

Home owner calls today and says HVAC tech is onsite and claims they do not need to seal the inside of the crawlspace. I looked through code check real quick but could not a specifc reference. North Carolina took the mechanical stuff out and have seperate book, which I do not have.

Can someone confirm and is possible provide a code reference where it indicates you must have the crawlspace sealed on both the outside and inside when ducts pass through the foundation wall? Thanks

Just called the HVAC licensing board. They confirmed there is no requirement for an interior shroud for a Gas Pack passing through a foundation wall as along as the exterior shroud adequately limits access by vermin and weather.

Whoever sealed those ducts with mastic did a poor job.

I'm wondering if the outer jacket is even attached and secured. The photo does not show enough to know for sure, but I don't see the first attachment (support) for the flexible duct within 18" of the connecting collar.

I was going to reply, but your answer precedes it:

Other than sealing around to prevent entry of pests, why does it need to be sealed around? It is only going into an un-conditioned crawlspace, which is most likely vented and not sealed or insulated anyway.

You could even use 1/4" opening mesh to 'seal it' at the outside.
