This is an AC only system (heat is hydronic). It has two filter slots. Never seen this before.

I think the correct filter size would be 20 x 25 x 2.

It is easy to see that at least one of the filters is turned the wrong way. :)

Might have been intended to hold a "filter pack" type filter.

I'm not sure what a "filter pack" is. There are two individual slots that the two filters fit into.
