On todays inspection...After final grade was complete brick pavers were installed effectively blocking proper drainage, correct? It's my understanding that 6" clearance from the ground is recommended. Not that its my job to tell them how to repair, but for my own piece of mind..How would you without opening up the wall and re-plumbing?

Yes, 6" from ground (earth), however, 4" from hardscape (asphalt drives, concrete patios and walks, pavers are hardscape (besides, pavers are 2" thick, 4" to the pavers plus the 2" thickness of the pavers and you still have your 6").

What is that pipe for?

Of course, though, that pipe is the least of the problems with the grade that high.

The pipe is a CPVC tpr drain.

Then the CPVC pipe is too long anyway (it ends at grade level).

About all they can do it cut the pipe off even with the downturn of the elbow. That will give them a couple of inches at least.
