Look closely at the 60 amp breaker in the top right corner. I realize there are other discrepancies in this panel, and I have called out the whole panel for repair by electrician; I just think this is probably one of the most dangerous double taps I have seen recently.

Also, what's with:

Loose conductor at the top left hand side.
neutrals and grounds together
Where is bonding strap-- assuming this is a service panel. That sucker has issues... next comes the call where the seller says something like, "but, but... we have never had a problem with it. Why is an issue now?"

Wonder why they would put those grounds and neutrals together with so many empty lugs.

Very common practice. "It's they way we have always done it".

Proof that things can be done wrong and still work!

I would think that the electrician stripped the romex wires one at a time and installed the neutrals and grounds together as he went.

'Cause it's purty lookin'.

You must admit, IT IS nice and neat.

Of course, it is also wrong, but, hey, neatness counts, doesn't it?

Actually the seller's comment was "Your inspector had a good catch; I really wish I had done an inspection when we bought the house a couple of years ago. I (seller) just looked around and thought it looked good but never though to look inside the electric panel"

Course their (seller's) agent already told me I am doing their inspection when they find their house to buy.

Also, it is actually bonded at the bottom of the panel, I didn't fit the whole panel in my original picture.
