Can anyone explain what is going on with this breaker installation. The neutral has been double tapped and some type of substance is filling a portion of the breaker. Beats me!

Just guessing here since I don't recognize the brand of breakers.
The neutral has to feed through a GFCI breaker since that is the reference for leakage. Maybe the breaker comes with pigtails connected to the breaker with one lead for the neutral bar and the other to connect to the romex.

I think it is an ITE GFCI breaker, the two neutrals are wired into the breaker through that one opening.

This is not a good photo of it ( ITE BQ 15A 1P GFCI Circuit Breaker GFI Bolt-on - eBay (item 360071930864 end time Aug-17-08 14:09:20 PDT) (http://cgi.ebay.com/ITE-BQ-15A-1P-GFCI-Circuit-Breaker-GFI-Bolt-on_W0QQitemZ360071930864QQcmdZViewItem?IMSfp=TL080 7191168r12930#ebayphotohosting) ), but you will see the one white w/black tracer wire, and if you look carefully at the back of the breaker you will see the end of the other white wire.

One white connects to the neutral terminal bar, the other white connects to the neutral conductor of the circuit.

The black/red hot conductor connects to the terminal on the breaker like with other breakers.

Why is the top part of the breaker filled with an epoxy like substance?

Couple of possibilities are:
- that was used during manufacture for access/adjustment
- the breaker appears to be two halves put together, similar to two half size breakers put together, in this case the one terminal side did not need a terminal or anything, so it was sealed up
