Glazing adjacent to stairways

I have a housing project that has glazing on stair landings less than 60" above the floor. The windows are operable double hung . Under IBC2006 section 2406.3 Hazardous locatons , paragraph #11 states that glazing within 60 inches horizontally of the bottom tread of a stairway must be tempered unless under EXCEPTION #2, the plain of the glass is 18" from the railing. If we hold the railing even with the bottom tread, the window glass is 19" away. Is this ok or does the railing have to extend beyond the tread?

Not following you there.

The railing is required to go from (minimum) vertically above the bottom riser to vertically above the top riser.

To protect the window, though, the railing will need to extend out across the landing to protect across the entire window.

Not sure if you follow that, but that might because I'm not following you and am just guessing at what you are trying to find out.
