    You got it! This question is landing you on the same spot in the table that the other question did (an entry with footnote h attached to it). Since they are asking for the minimum amount of vertical reinforcing required, and footnote h allows you to build a plain concrete wall for this particular situation if the concrete has a minumum compressive strength of 3500 psi (and they gave that to you here), the minimum required is "none". Reinforcing is not required.
