    In the photo it looks like a "stiff-back", which is intended to stiffen the ceiling from above. One 2x4 is laid flat and nailed into the joists. The other is on edge, nailed into the side of the first. This has different names and has been discussed before in the archives.

    Don't forget to mention the rodents in the attic, looks like fecal matter up there too. And BIG rodents (could even be mammals and not rodents - so maybe just say 'animals in attic').
