The rule I remember is that flashing is required when vertical distance from the bottom of the eave to the top of the trim is more than one-quarter of the horizontal overhang of the eave. When I Google that, however, i only turn up references to Canadian requirements.

I'm guessing that if you look up some manufacturer's installation instructions, and if they address flashings (as most do) you will find that *they* want their windows flashed - regardless where the window it.

Because *they* don't want leaks associated with *their* windows.

I would suspect that window manufacturers paying warranty claims on window flashing leaks is just second to shingle manufacturers paying water damage claims.

Personally I'd let it go. If the wind was strong enough to get rain that far under the eaves then the homeowner will have more than flashing to worry about.
