The drain plane for windows should be constructed at a 15 degree slope (now days). I suspect when that home was constructed, that was a porch and is now converted into a living section so you more than likely won't see the proper constructed techniques as you would if it were done by today's standards.

I would suspect that the z-flashing at the bottom is suppose to be over the top of a vinyl cap (not present) installed over the brick ledge. The vinyl cap would provide for a slope that is not there presently (see the alge growth on the brick where it has moisture that just sits there).
