Section 1003.3.1.8 of the Uniform Building Code states "Regardless of the occupant load served, exit doors shall be openable from the inside without the use of a key or any special knowledge or effort."

Further, you can see a similar warning on new packages of double-keyed dead bolt locks at your favorite big box store.

This one always cracks me up.... you buy a product and it basically tells you not to use it when you get home and open it up. Only in America...

2006 IBC – 1008.1.8.3 Locks and Latches: (4) Doors from individual dwelling or sleeping units of Group R occupancies having an occupant load of 10 or less are permitted to be equipped with a night latch, dead bolt or security chain, provided such devices are openable from the inside without the use of a key or tool.
The 2007 CBC, to be adopted Jan. 1, 2008, states exactly the same language.

Take the double keyed doors, security bars on the windows (that do not open), and you have the perfect death trap.

All too often I have see people remove the bars to pass the HUD or FHA inspection, only to put them right back up again once they move in.

Another example of why you shouldn't have double-faced dead bolts and bars over doors / windows.

Are you sure the double-keyed lock is what you are looking at... it could be a temporary lock installed for HUD homes.

As others have said... they just can't be required to have a key to open from the inside.
