I'd let it go. I understand what you're saying but I think that it would be minimal if at all. Nice catch though.

Looks like someone tried to save some flashing.

At a minimum, I'd at least recommend that the bare wood be painted to prevent air bourne moisture from soaking into the wood or as you say water wicking back onto the wood.

Not a biggie, but I'd probably mention it.
