One possibility - rain blowing through the open or partially open window.

Dan,
Was this window by chance in the garage with a second floor above it?
Does this window have a metal lintel above without weep holes?

Dan,
Its probably due to the window not being flashed properly.
Another cause could be from condensation collecting on the inner part of the frame or glass in the winter months and that water is draining onto the sill.
Just a thought.

Man you guys are way off base on this one.
Highbrow lady agent tells me this is not a problem as she tries to go in front of me wiping these stains up. She says, "Her cleaning lady always leaves some dirty water behind from cleaning the windows so when it dries and leaves these stains she has proof she did her job."
Yeah right! I wish I could find the pic of her in action, that went into that report.
She was not pleased that I didn't forewarn her so she could show her best side. I quipped, "I had the side I needed."
