The orange paint is more of a concern for me!

Did you probe it to see where the top of the slab was in relation to the bottom of the siding and insulation?

If the insulation is showing because the top of the slab is at the insulation level ... there is a bigger problem than if the insulation is tucked between the siding and the slab, which is still a concern as the insulation is not intended to stop wind, moisture or really much at all other than temperature (insulation looks like fiberglass, which would be between the studs ... and the siding should be nailed tight to the studs and the bottom plate - meaning the insulation should be trapped and secured up in the stud cavities ... but isn't.

Yeah, moisture will wick up into the space behind the siding and wet the bottom wall plate.

Somebody thought they were chinking a log house? They should have added some clay to the moss.

Can someone give a description of why the insulation would be exposed in that location from a cause which was not something to check on - thanks.

Is that foam insulation board? To me it looks more like spray foam. If so, maybe they were trying to seal the joint to minimize air infiltration or keep out bugs. As long as the siding covers the sill plate I would not be concerned. Then I would just suggest trimming it.

Looked like fiberglass insulation to me.

It may be a "sill sealer". Instead of the foam sill sealer used for the last 20+ years. I have seen fiberglass sold as a sill sealer (6 inches wide by a 1/2 inch thick). It might stop some air movement, but it is pretty much crap.

Looks more like a cosmetic issue.
