John, .... I was curious as to how long you've been in the "New Construction" inspection of homes. I must say, you ask a lot of questions (which is good), but I get the impression you're very new at it - due to all of the questions here on Inspectionnews. If I were you, I'd invest in the latest additions of the IRC, UBC, UPC, anything and everything you can get a hold of. Please don't take this post the wrong way. Keep pushing forward.
