Yes, the termination height if a factor of the most restrictive of all the following: 1) the code (not more than 6" above the floor, ground or receptor); 2) the manufacturer of the T&P valve (at least 6" above the floor, ground, or receptor); and 3) the manufacturer of the tankless water heater (does not matter what they say, between 1) and 2) you are left at 6" above exterior grade
