M1501 of the IRC it states that the dryer exhaust piping is to terminate per the dryer manufacturer's specifications. I am quite certain the dryer manufacturer does not specify a B-vent termination cap for the end of the dryer exhaust system.
Obviously that vent termination cap is not intended to be used to terminate a clothes dryer exhaust. That is a use inconsistent with its Listing and Labeling. There is also a presumption in the code that something like a Listed and labeled B-vent termination cap is going to be used for the purpose its manufacturer intended.

I don't have time to look up the code, but it can't have a screen and it needs to have a baffle that allows it to close when it is not in use. Also as it is going out the roof you need to check the distance that it travels.

Screens shall not be...
Exhausts shall be equipped with a back draft damper.
The back draft damper is in the hood.
I doubt he wants to try to install a seperate damper.

From the IRC.
- M1502.2 Duct termination. Exhaust ducts shall terminate on the outside of the building. Exhaust duct terminations shall be in accordance with the dryer manufacturer’s installation instructions. Exhaust ducts shall terminate not less than 3 feet (914 mm) in any direction from openings into buildings. Exhaust duct terminations shall be equipped with a backdraft damper. Screens shall not be installed at the duct termination.
When you look at the manufacturer's installation instructions, you will not see 'Type B Gas Vent Cap' listed as one of the options.
Also, this from the IRC.
- SECTION M1302
- - APPROVAL - - - M1302.1 Listed and labeled. Appliances regulated by this code shall be listed and labeled for the application in which they are installed and used, unless otherwise approved in accordance with Section R104.11.
Those are listed and labeled as Type B Gas Vent Caps, not 'dryer exhaust' caps.

Yes.
You are not really discharging in "onto" the roof covering, you are discharging it "into" the air above the roof covering.
It is done quite often and they make special dryer exhaust vent roof cap flashings for that. No screen, has a damper, and there is a neck down inside below the roof sheathing over which the dryer exhaust slips and is connected and sealed to.
