Spalling
Does spalling continue after cause of moisture has been corrected and no additional moisture penetration occurs.

Yes, moisture and corrosive compounds which are still in the concrete can continue to cause additional spalling.
More importantly, though (or at least as important), is that the spalled area needs to be chipped out to remove all loose concrete (concrete which as cracked loose, which may not be "loose" in the normal sense of the word), then the steel needs to be cleaned to remove all of the rust, then the steel needs to be examined to determine if new steel needs to be installed with, or replacing, the rusted steel, only then is the concrete patched.
As you can see, stopping the cause of the moisture does not do anything to correct the spalling problem - and that is the costly part of the spalling problem ... the repair cost.
