    If the power company hadn't cut the SEC I would have had the pleasure of testing this fine device.

    I think I would just recommend replacement and save myself the shock!

    Replacement!? Without testing it to see if it works?!
    Just kidding.

    True, there's no point in testing its function as a GFCI, but there might be a point in testing the circuit it's on, for grounding, for instance, or voltage drop. Or ... voltage. Here's a pic of the service:
