    Default Reason?

    Why would the red wire be left disconnected? This was done by a homeowner , electrician, city inspector

    Could have been part of a future circuit or perhaps all that the installer had was 3 wire cable when they only needed 2 conductors.

    It looks like the black is a feed from the main panel to the bus bar, so they are running this panel with 120 V, is that a possibility? The red wire should be capped at both ends, right?

    In any case, the reason? It's not being used.

    A better question would be "Why are the two hot (black) wires double lugged where they're connected to the bus bar?"

    That almost looks like an RV electrical panel - made for multiwire circuits only. Except that this panel only has one 120 volt leg to it, not two.

    The black goes to the center bus terminal then loops down to the bottom bus terminal (not shown below the bottom breaker).

    Looks like the panel only has 120 volts, with the terminal multiple tapped, and the red not used. If it is what I am suspecting, the read would have supplied the lower bus bar and the circuits would have been multiwire circuits with no 240 volt circuits available.

    The photo does not show enough to know more about it.

    Yeah, Thank God for pics. It was so cramped in there I couldn't bend down to see inside the panel. I took the shot thinking the red wire was a culprit and moved on. I saw the double tap to buss bar when i opened the pic at home.
    Am waiting for the reply from the homeowner who, as I stated before is a local electriclal inspector for the town of

    Yes, car parked in front of panel. and other types of debris and crap on the floor and general bs blocking the show. So what else is new?
