No clue what is going on here?
Older home, owner said he hired an electrician to rewire the house. I took a look at this and have no explanation what's going on. What is this?

Not sure what you are asking about other than that old panel was gutted and is now being used as a junction box, except that the breaker openings have been left open.
Not the neatest work I've seen, but I've seen worse. Also, the NM cables are not properly supported and secured.

Too cheap or lazy to go buy properly sized junction boxes. He's using old panel enclosures as junction boxes.

That is what I was not sure of, can you use old panels enclosures as junction boxes.

You can. It's pretty hacky if you ask me.
I seriously doubt any qualified electrician was in that place. Between the old wire and the old panels used as boxes it's pretty bush league.
I don't know what he "re-wired" though. All that wire is old.
One thing. On a regular basis I hear that so and so "had the house re-wired". Or "new wiring was installed". When in fact all that was done was a service upgrade.
I bet that is what the case is here.
