The NEC requires things to be installed per manufacturer's instructions. The size and number of wires permitted in the lug shown should be listed on the label inside the panel. If the info is absent from the panel it can usually be be gleaned from an online catalog.

    2008 NEC®©
110.3 Examination, Identification, Installation, and Use
    of Equipment.
    (B) Installation and Use.
    Listed or labeled equipment
shall be installed and used in accordance with any instructions
included in the listing or labeling.

The conductors are way unequal in size. The lug is not rated for two wires even if they were equal.
That looks like a main neutral lug with a branch circuit ground tucked in.
    It is three times wrong.
I am sure JP can supply pages of code for you to study.
