    I would suspect that the pigtail is not in any code. That would be specifically a UL kind of thing.

    I talked to an actual person at the Consumer Product Safety Commission about 5 years ago about the pig-tail thing. At that time there was a certain connector that was the only 'official' fix that they would endorse. It required a certain tool to install this connector that only a few electricians had access to. I looked up in my area and at that time there was 1 company in a metro area of over 1 million people.

    I came away from it thinking it was kind of a political thing but that was the deal at that time. I don't really know how the CPSC relates to the code people but you might try checking with them if you can't find anything else. Also, my experience was least five years ago so I don't know if it's of any relevance now.
