Those are CTs (Current Transformers) and they have been removed.

When a conductor is placed through the opening in the CT, as current flows in the conductor it produces a magnetic field, which produces current in the CT, and voltage at the CT leads. These can be used for various uses, including monitoring the power being used, the amount of current flowing, and for tripping overcurrent devices, among other uses.

They look like current transformers that are not currently being used since there is no wire going through the hole in the middle..

Thanks guys, a heat pump was removed from the house, could these have been used for the control system of the heat pump?

In a residential application they are normally used for monitoring and not control. But anything is possible so I would look for some more leftover parts....like a receiver of some type.
