Kitchen islands
The local AHJ is allowing kitchen islands that have not been secured to the floor to go without an outlet, just checking to see if there are some other areas out there where this is being allowed as well.

Is it on wheels and rolls around? If so, no receptacle needed.
If there is anything which indicates it is to remain in place, a sink, the floor tile installed around it, but not under it, etc., then it needs to be anchored in place and it needs at least one receptacle outlet - GFCI protected, of course.
If it is a roll around type, it would not be shown on the plans, if it is shown on the plans it should be part of the construction and would require an receptacle outlet (again, GFCI of course).

They don't have wheels on them, but the flooring is installed under them & you can pick them up & move them (or 2 people could). Some are pretty large though & it just seems like a loophole to me.

If there is an overhanging counter top on it, it is a safety hazard. A small child could hang from the top and pull the whole island over on themselves, there have been fatal accidents like this.
