Hmmm the city will revoke your nightly rental lecense for a missing GFCI outlet, while this is located in a crawl space.

Well, given that I am seeing this notice for the first time, on Thursday, I'm wondering if the city has rules for that day?
Did you miss a GFCI receptacle and are you in jeopardy of losing your license?
As to your images, what are you doing taking pictures of the basement of a "Grow House"? Don't you know those types of homes are illegal!
But to really answer your question you just have to look at the tax revenue table. Who is going to generate more income, a residence or a restaurant/bar?
Here in Virginia, farming is a serious revenue producer. Guess what your told to do for a barn. Ignore anything in the Barns.
Go figure!
