What is the purpose of this and is it acceptable.

It looks like a pump relay. Just call it a 'relay' if you don't know WTF it is and you didn't read the label. Or get us a better pic.
It seems to be installed according to the instructions on the door by someone that had a clue.

That's a conneticut electric spa panel using a contactor which is believed by some to prevent nuisance tripping of the gfci.
The green jumper is just bonding the metal yoke of the gfci to the effective fault path
