    I don't know if they did or not but that does not appear to be a split bus panel. Notice the power goes through the mains before the buss bars.

    That's not a split bus panel, the service entrance feeds the top terminals to which the main breaker is connected, the breaker is between the main terminals and the bus bars below, meaning that the main breaker will (should) remove power to the bus bars below.
