That is an older style meter below it, it is designed to catch to overflow of electricity on the top produced by the paddle wheel generator they have hooked up to the river. When the lights are to bright, just crack the valve and the energy flows back to the grid. All about savings eh?
Everything has its beauty but not everyone sees it.

Well, it all makes sense now ... there was an open knock out and the previous inspection report stated that the open knock out needed to be closed up and sealed - and they had this hose bibb laying around with a bushing which just happened to be the right size for the hose bibb ...

Just write up a missing bonding clamp and wire to the plumbing and move on.....

Hose bib is not functioning, have it repaired.
