    Default Question on two main disconnects and distribution panel

    I'm sure this has been posted before, but I need clarification, in any case.
    Situation: ranch house with main disconnect on exterior. Original main panel in utility room also has main disconnect and is wired as main service panel, with grounds and neutrals on same buses. (Garage was extended in past so original main panel no longer with five feet of meter - likely reason for addition of main disconnect on exterior).
    Am I right in saying that the main service panel should have been rewired as a distribution (sub)panel? I believe this is the case but would like to be sure prior to write up.

    Yes, in all likelihood you are correct to call for the neutral to be isolated.
