    Default This can't be right

    Am I missing something here? It looks to me that the two panels are sub-panels, however they were never wired that way.

    The disconnect next to the extinguisher is the service panel. The others are just panels and should not have neutrals bonded to grounds.

    All answers based on unamended National Electrical codes.
