    Sometimes the best way to get the builder's attention is to agree with him (somewhat ) and say: "You know, I think you may have something there, I believe there is an exception which does allow no not having GFCI protection when bubble covers are installed, but ... the bubble cover is only one part of that exception - the exception says *IF ALL THE FOLLOWING ARE NET*, and item 1) is using a "bubble cover", then there is item 2) DISCONNECT ALL ELECTRICAL POWER TO THE STRUCTURE ... do both, and, yeah, no GFCI protection is needed there."
