Default 4 pts and cloth covered wiring

Does anyone have any experience with Citizens and what they consider cloth covered wiring? This came up on a DIY site. The pictures shown are of early cloth braid NM.

I'm sure Dom will know, and other Florida inspectors too, not sure if Jeff does 4 point inspections (I doubt it, but he may know anyway).

I've heard that is fuse panels, not sure if they now include old NM cable.
